North Korea took further steps on Sept. 24 to reverse its denuclearization process by banishing international monitors and claiming that it will restart the Yongbyon nuclear reactor, which has been closed since November 2007, the International Atomic Energy Agency said. The North Koreans have removed all seals and electronic monitoring equipment from the complex, saying they will begin reprocessing nuclear materials at the site in one week.
